A DHCP error can be triggered by two things. The first reason can lie within the configuration on your computer or device that allows a DHCP server to assign it an IP. The second reason is the configuration of the DHCP server itself.
A DHCP error means the server on your network that provides an Internet Protocol (IP) adress for devices is not able to assign your device an IP adress.

Quick fix

The error notification is an indication that you have a predefined IP adress on the computer (192.168.1.3) and your Netgear device has assigned this IP adress to another device. Alternatively, the IP adress is outside the scope of the DHCP range. To solve the problem, you should check the DHCP range on your router and verify that the Computer is set to obtain and adress automatically.

The option that is specified does not exist. This error will hapen with any scope that has one or more custom DHCP attributes.

Hint:

Make sure that all of your custom settings from the primary DHCP server are also mirrored on the other server. It is possible that those customizations are vast and numerous. The rule is that the more customizations you will try to replicate, the more prone to human erros you will be. 

It is better to backup the DHCP settings when nobody needs DHCP. Backup the DHCP settings by clicking on the server name under the DHCP console and select backup.

Then, copy the folder that you have backed up to the secondary server. Restore from that backup. Delete all scopes on the secondary server.
